In December 2004, Keith Turner, the chief executive of Meridian Energy, departed from the small South Island town of Mossburn with a feeling of satisfaction. A Southland District Council hearing had heard his company’s application to build a NZ$100 million wind farm in the area, a development that would provide 70 megawatts (MW) and enough to power all 30,000 houses in the Southland district and Invercargill city area.
